The incident occurred sometime after 3 o'clock in Byles district, Kitson Town, St Catherine.
Residents told Radio Jamaica News that they heard a noise and went to investigate. They reportedly found Mr Francis inside a Toyota Rav 4 that had crashed into a concrete culvert.
He was taken to hospital where he later died.
